Annotative Mleader with Block incorrect text scale

Hello,
I am having an issue with the scaling of an mleader block inside AutoCAD 2016.
We are implementing using annotation scales for all text, dimensions, leaders, etc. All text, even Mleader text scales properly to the selected annotation scale.
However I have created an Mleader with a block (instead of Mtext) and inside the block (Which is a circle) there is text. Just a single letter to reference a detail. The letter inside the circle is not the correct text height. It is coming in 25% smaller than the rest of the text in the drawing. I have double checked everything I can think of. Everything is set to annotative and I have the correct text style active.
Also, if I explode the Mleader and double click the block (circle with text) and view the text options I see that the text style is correct but the height (which should match my annotative text height) is 25% smaller than what the text height should be.
For reference I am using an annotative scale of 1/4" = 1'-0" and my annotative paper text height is set to 1/8". Therefore the actual text height should be 6". When I explode the Mleader and check the text options, despite the text style being set correctly, it shows the height as 4 1/2".
I have attached a couple of pictures to help illustrate. One is showing the exploded block with incorrect text height. The other is showing the properties of the text style used in the block.
At this point I am lost.
Any solutions would be greatly appreciated.
