Annotation Scale is changing dimension when the scale is changed

As stated in the title in the file I am working in I have an XREF with a layout and dimensions, I am unable to bind the XREF and when I attempt to edit the XREF it explodes, shows the annotated dimensions (at their specified scale). Now my problem, when I change the annotated dimensions to the scale needed I am getting dimensions changes. One for example is

Plan Dim: 7'-2 1/2" and it is changed to 7' 1/4". Any response would be helpful.

Probably not. There isn't enough information to know what is really going on.

It sounds like you are editing the XREF in-place which would give the appearance of it exploding. I would open the XREF file and make my changes there. Actually, no, I wouldn't. I'd put the dimensions in the referencing file, but, hey, that's just me.

Changing the scale of the dimensions should not change the values unless you are changing styles.

While an XREF does have at least one layout, it cannot be referenced.

I think you've got some explaining to do and posting the files would be helpful.
