ANNOALLVISIBLE - Change default setting

I want to change the default setting of ANNOALLVISIBLE to 1. Whenever I make a new layout ANNOALLVISIBLE is 0 by default and I keep having to turn it back on. Any way to avoid this?

ANNOALLVISIBLE is saved in the drawing, so you should change that setting in your template. BUT...

... it solves the issue just partially. When you create a new layout using From template option, it's all good.

But if you use a New Layout option, it won't retain the value ON.

Is there a template that governs the settings of a layout when I click + 'New Layout'? Im not familiar with what template to edit for this. Id rather just click 'new layout' and have the default work correctly then have to pick the template every time

Not quite. This looks like it runs on startup, but the issue is, when I create a new layout tab, it still turns ANNOALLVISIBLE back to 0.

This post here someone gave a LISP that will monitor and set the value to '1'. Can be added directly to startup suite.
