adding panels to ribbon

I'm working on a homework assignment for my intro CAD class and I need to use something from the "create design" panel under the home tab, but it isnt there.  Everything I can find in the help files talk about it like the panel is always there by default, and I can't find any way to put it there.

I think you may be looking for something that only exists in AutoCAD Civil 3D, not regular AutoCAD.
