2021 Xref not updating

I have an a title block xref'd into a drawing, and updating is not happening.  Followed each of the steps in this thread:

...... except for resetting to defaults, because who knows what that resets.

I have also: A.) Removed the xref from each sheet setup, purged the drawing, detached and reloaded, and B.) Opened the xref, renamed and attach as if starting anew. 

Drawing and xrefs attached.  If the owner name, project name and address show up in the lower right corner above the sheet number and below GENERAL NOTES, the xref has updated.  It it hasn't, the text is replaced by a single small solid square.

Your XREF contains a block.
If I draw anything in the XREF over or around the block, save it, then open the top file, updating the XREF shows the content I drew.

Are you just editing the block inside the XREF? because that block exists separately in your top file too, and blocks do not update is you simply edit an external version of it.

Why is your xrefed titleblock also a BLOCK object (that also seems to be inserted into multiple layouts in that xref file)?

Because the office had set it up as dynamic block, and they've limped along with it just fine until 2021 version 
So I repeated your description and lo and behold, the xref updated on each of the sheet layouts.

Thanks for pointing me in the right direction.  Looks like we'll be limping along for another year.

Hi,

you have in your Model layout in   Revised Title A.dwg   a block sheet with those squares . delete it from model layout and take the one existing in your layout tab to model layout .

I have a similar issue however there are no blocks involved. The objects being updated are straight polylines, and they are just not updating at all. I have followed all of the above steps, adding to it checking for updates moving the xref file to a new location creating a new xref drawing and coping the information into this and reloading it...but the xref will still not update.
