I'll try to be brief.

1/ Select table rows you want to make Title (you call it header)
2/ On the Properties Palette select Row Style dropdown
3/ Select Title - you will see the result - all cells in the row are merged now
OR, if I misunderstood you:
Select row you want to make Header and change Row Style to Header on the Properties Palette

1/ Select a cell or range of cells
2/ On the Properties Palette select alignment type

With table selected uncheck "Enabled" for Table breaks on the Properties Palette
