Stuck in layer 0 (Solved)

I cannot draw in any layer other than 0.  I cannot change any object in 0 to any other layer.  

Why not?

Any suggestions would be appreciated!

Most of the layers in your drawing are Xref layers, but I'm able to draw on these layers:
