My drawing looks loo small in layout tab - trying to print to scale

Hi, 

I'm trying to set up my floor plan to print to PDF on an 18x24 sheet at 1/8"= 1'-0" scale. 

When I'm in the layout tab and I set up the model space to view at 1/8"= 1'0", my drawing looks tiny. How can I set up my page so that the image fits to scale. I don't just want to print the window, because I'd like it to be to scale, and I'd like to include a title bock in paperspace. 

I am working on a Mac, and using AutoCad2015
