You can interpret a drawing unit as anything you want.

It all depends on the project if it needs to be in Bigga,Killa or kanal.

For example for a project to be using Metric measurements, with the UNITs command the Length Type is typically set as Decimal. Then the user can then interpret 1 Decimal unit to be equal to 1 Millimeter or 1 Centimeter or even 1 Meter.  You'll just have to set the Insertion scale units to match.

But for Imperial measurements the Length Type can be set as Architectural, Decimal or Engineering. Typically Architects would use the Architectural setting since they deal with feet and fractional inches. Typically Civil Engineers would use the Decimal setting and they would interpret 1 decimal unit to be equal to 1 Feet since they don't deal with measurements down to the inch.

That decimal thing will not work as I previously said 1 karam is equal to 66 inches these are not in multiplication of 10

Well, do you need inches for your project or karam?

I believe it's the same when projects need to go from Imperial to Metric where 1 inch = 25.4 mm.

So you can decide that your projects primary measuring units is in Karam using Length type as Decimal units. So you can draw an object thats 1 karam units long. But you can show the alternate measurements in inches by defining that in your Dimension Style (DDIM command) which can be set to show Karam as the primary dimension while Inches as the secondary dimension.

AutoCAD does not specifically address those regional needs. Sorry. There might be add-ons that can help? I found a few tutorials too https://www.youtube.com/watch?v=ZHxcCcQAvo0

I can only find one Autodesk User Group on the web based in India, perhaps you can reach out to them to see what local solutions are most commonly adopted for that need, here is the link

Best wishes.
