Drawing Scale Conundrum

Hello.

Does Autocad distinguish between the two scales illustrated below?:

Name	Paper Units	=	Drawing Units
1/16"=1'-0"	1	=	192
1/16"=1'-0"	0.0625	=	12

Is there a disadvantage to one or the other?
