How do I return them back to default?

What are the default names and color values for 8 & 9?

Yes, you are correct.
Plus - Color Palette behaves exactly the same regardless of platform - Mac or PC. I tested the issues you described in your post here in AutoCAD for Windows and saw the same behaviour of colours in Color Palette on PC side.
