Why not?
You can do this with stAte option of -LAYER command:

Here you are:

In the screencast above I imported 22 Layer Stare from the drawing "Test later state.dwg" to new drawing.

When AutoCAD asks the drawing from which you want to import Layer State, type ~ (tilde) on keyboard and hit Return, this will allow to show "Select drawing" window to select the drawing with Layer States you want to import.

Thanks for maxim_k This is a very good solution Thank you for your reply.
But my partner gave me a LAS file without a dwg file so I need to find a partner to give me a dwg file that I can use.

No, in the "Select file" dialog just change "File of type" filter on the bottom from DWG to LAS and select .LAS file from your partner.

Looks like you are trying to use wrong symbol when you type from keyboard.
You need to enter "tilde" symbol:

tilde_illustrator_1.jpg

https://en.wikipedia.org/wiki/Tilde

Don't use  Alt + N button combination, it gives wrong symbol.

"~" May have a certain relationship with the Chinese input method to switch the input method can be used normally.
