Autocad 2019 would like to receive keystrokes from any application

when auto-cad is first launch we get the above  questions the Jamf PPC utility does no have an option for input motioning. Is there a profile that will automatically give it access to what i needs? so this does not have to be done on every apple desktop? 

running mac os 10.15.1

Have you installed this update:

Without it 2019 version may not work correctly on macOS Catalina.

if i download the main installer will it have this update? or do i have to install separately?

You have to install them separately - at first use original installer, then apply the Update.

i see that in the downloads center there are two updates, can i just run both updates?

AutoCAD for Mac 2019.0.1 Hotfix was released Apr 25 2019 and it fixed some critical issues on 2019 and improved the overall stability for that time. As I wrote before, it is included in AutoCAD for Mac 2019.1 Update (for those who haven't installed 2019.0.1 Hotfix).

i have installed the update but still get the same message when launched.

At what point do you receive this alert?
Does AutoCAD launches if you select "Deny"?
What if you open System Preferences and will grant the access to AutoCAD? Have you tried this?

for some reason i cant run the update from the command line..

however it still install fine when ran from GUI.

You provided Console output. And I didn't understand have you managed to install the Update? From Console output I see it failed.
If it failed, I'd recommend you at first to perform Clean Uninstall of AutoCAD:

Then install it again, then try to apply the Update.

Plus you haven't answered my questions:

That is a clean install of auto desk, fresh machine with Catalina. 

install autodesk from terminal - success 

install autodesk update from terminal -  failed 

install autodesk update from GUI - success. 

i received that alert on first launch of autodesk.

yes it will still launch 

and yes i have done what it says, but we are an enterprise environment have have labs of computers touch each machine is not exactly ideal.

Sorry, I cannot help you with this, because I'm still on Mojave and have no experience with AutoCAD 2019 for Mac on Catalina.
BTW: Does AutoCAD asks permission on each launch?
