Leave lastproj.fil able to load when startmode=0

If the startmode= 0 then the lastproj.fil file will not load the previous projects into the project manager.

If the startmode=1 then it loads.

It would be nice to seperate the lastproj.fil from the startmode.

Set the variable STARTUP to 0 as well....
