I don't use IEC libraries, but I know that one of them is messed up and out of date. Trond may be speaking about that? A screenshot of the error message would be helpful here.
Have you checked to make sure the file exists? That should always be the first thing to do when ACADE can't find a file.
Do a search on the whole computer to see if the file exists at all. If it does, then you could just copy it into the location where ACADE is telling you it should be. That's the quickest fix but it doesn't address the root issue - why the file was in the wrong location to begin with (or conversely, why ACADE was looking in the wrong spot for the file). If this ends up being the case, then at that point could we start to look at how your libraries are set up, or investigate other possibilities. If you find yourself in this position, post back and let us know the following: where the file was; where ACADE thought the file should be; which IEC library your are using.
If the file doesn't exist, then you'll need to take a few steps to try and get it back. It's a standard symbol that ships with the software, so we should be able to 're-obtain' it. Do these things in this order, checking in between each step to see if ACADE can find the symbol. Before starting, back up all of your custom stuff, CUI configs, etc.
1. Reset to defaults - found in the Start menu
2. Repair the installation - found in Add/Remove Programs...go throught the steps as if you want to uninstall, you'll see this option pop up along the way
3. Reinstall the software - only do this if the above actions didn't work
