We'd like to know a recommendation.
We are a controls integrator and deal with multiple enclosures on a single project.
Is it best to use Project Manager to create one project per enclosure?
Or can we put multiple enclosures under one project name?
Hoe do we duplicate one of the enclosures under that same project name?

If there are connections between the enclosures, you'd really want them all in the same AcadE project.
Use the location code for the different sheets, and turn on combined installation/location:
Now AcadE will know what component belongs in what enclosure.
Is it best to have 4 enclosure panel sets within 1 project?
And how do we copy 1 panel to create another within that same project?
I'd say yes.
The sheets belonging to one enclosure can be copied. Then change the location code on those copied sheets.
We lack the knowledge of the location codes and how they work properly within a project setting.

Combined Installation/Location tag mode a great suggestion by Trond and will work well for you.

This option basically allows you to have same tags on different drawings but if the location code is different, they will be treated as two different items.
You can create a similar structure like below and assign PNL1 and PNL2 location codes to drawings and devices in their respective subfolders.
Finally, was able to look into this avenue of setup.
This will work for our application.
