Component Insert - not going to correct layer

ACE 2019 on WIN 10

I am having an issue with Component Insert where the block doesn't go to the correct layer.

 

Suppose I am on a wire layer BLU 16 AWG. 

When I insert a component (using the AE command) the inserted block winds up on BLUE 16 AWG.

Normally the DESC attributes should be RED, (the DESC layer color) but will turn out BLU.

Likewise INST and LOC are the wrong color. 

 

This feature was previously working, and I am editing a drawing where blocks were previously inserted correctly. This is not a new install of ACE. The various components are not new, have all been used/tested before. 

 

Some setting gone wrong in Autocad?

And answer is ... bad drawing properties, the drawing layers are not set properly.

 

What went wrong? copied a project, so this was a "working" drawing at some point, but the dwg properties got messed up during the project copy process. Likely the previous project had "good" dwg settings, but "bad" project settings.
