Catalog Check does not work on new catalog item using windows 11

Software AutoCad Electrical 2023 with the latest upgrade 2023.0.1 update. Built on T.161.0.0 AutoCAD 2023.1.2.
The computer software is windows 11 pro.
After installing a new fuse component into the catalog and saving the edit, the catalog check on the edit component screen does not show any information under the column description. When I set the fuse to any other old item in the catalog the catalog check does work. It displays all the data needed under the description heading. It looks like the check can't find the item in the catalog database. Even if I copy a component and change the part number so it is not a duplicate. The catalog check does not display anything under the description. It acts like the catalog check can't see the new catalog item.
I tried to add the new catalog item using external access program and AutoCAD Electrical gave an error that the default.dbm was not compatible with AutoCAD Electrical 2023. So there may be an issue with the access runtime engine or the record numbers limiting the catalog search. I had to restore the original default.dbm file after this issue.
The access software runtime engine is 2010 64-bit version 14.0.7015.100 which was installed with office 365 access.
The catalog check works with new items on my old computer running Windows 10.
The windows 10 computer has an additional access runtime engine from 2007 version 12.0.6612.1000.
