When I select a command that requires me to select objects and the pick box appears, along with it is a text box at the lower right corner of the pick box that tells me what action to perform such as "Select Objects:" or "Specify opposite corner:". This box gets in the way of selecting small objects. I don't remember ever having this on before but loaned my computer to a new user and I believe he inadvertently turned it on. I have tried turning off/on every item under OPTIONS in the Display, User Preferences, Drafting, 3D Modeling and Selection tabs but it's still there. I thought it was tool tips but not so.
