I wanna to know，can Autocad Electrical  be used for design  rolling sphere method for lightning protection,i can not find any libs in Autocad Electrical?    how shoud i do?

ACAD Electrical is not a general program for all areas of electrical engineering, only for electrical schematics in 2D.

it's better use Revit for it, like this exemple for high voltage substation:
