Cable Marker inserting on wire midpoints

No matter where the cable markers are specified, the markers are inserted at wire midpoints. 

I have tried: 

• Multiple drawings
• Works correctly on same drawing but different computer

have you tried to  toggled off your F3 "Osnap"
