AcadE Balloon Problem

I have a problem when I place a balloon in AutoCAD Electrical kin a project the balloon and the balloon is selected (for any reason) basically I can select individual lines to move. Where when others select the balloon they only have one pick point and it puts a select rectangle around the whole balloon.  I figure It is a wrong setting somewhere can anyone help with this

Try setting PICKSTYLE to 1.

Item balloons are Groups so check if you inadvertently pressed CTRL+SHFT+A. This will turn Groups On and Off.

As James mentioned, PICKSTYLE will also switch this On and Off.
