When I go to export a project data to an excel spreadsheet, the resulting spreadsheet winds up being locked for editing by either "Nate Holt" or "luyu" and there is precisely zero data in the spreadsheets.

Which Excel version are you using? If you click on FILE tab in Excel, select INFO then check the file for protection and issues with the relevant buttons. Might as well check version too.
Who created the Excel template or Excel file you are using? find the author's name for the file. Any match to the names listed?
Excel will show the files as locked when there is no other Excel file open. However, if I have another Excel file open and open the one I want, it opens with no issue.
