Point label components reodering when dragging

I created a point label style "NumNorthEast" having 3 components stacked one above the other; Point Number component on top, Point Northing in the middle and Point Easting on the bottom. Now I drag the label and the order of the components is rearranged so the Point Number is on the bottom. Doesn't matter which way I drag the label it rearranges with the point number on the bottom. And don't tell me to use "As Composed". I don't want to draw my own leader in addition to dragging the labels around. I want the label to draw its own leader.
My question, is this behavior a bug? Is there a way to get the label to not rearrange the components?

In the "Stacked" drag state, the components appear in the order they are created.

So if you delete your Northing and Easting components from your style definition, and then recreate them, your labels should display the way you want.
