Where is my third drop down menu?

I recently upgraded to AutoCAD 2020. I'm missing an entire drop down menu ribbon (if that's what it's called) I already have the quick access menu showing and the menu that shows when you set menubar to "1". What I'm missing is all the drop downs from the CUI table under "Command List": File, Edit, View, Insert, Format, Tools, Draw, Dimension, Modify. Without these I don't even know where to find Draw Order or UCS coordinates!

Are you running AutoCAD Architecture 2020, or "vanilla" AutoCAD 2020?

 

I am unclear as to what parts of the interface you are referring.  You mention having the menu that shows when MENUBAR is set to 1, but then say you do not have "File, Edit, View, Insert, Format, Tools, Draw, Dimension, Modify", which happen to be the first nine drop-down menus on the menu bar, in vanilla AutoCAD.  In AutoCAD Architecture, the drop-down menus have been removed (since at least the 2010 release, when it went all ribbon), along with most of the toolbars.  If you have the Express Tools installed, the only drop-down menu you would have would be Express drop-down menu.  Do you have the ribbon turned on?  Many (most? all?) of the same basic editing commands are available on the ribbon.

 

Can you post a screen shot of what you see, so we can better understand what you are missing, and offer advice on how to turn it on (if possible)?  Include the whole top of the AutoCAD (Architecture?) window, so we can also see what version you are running.

 

Here are the tops of the AutoCAD Architecture 2020 (top) and AutoCAD 2020 (bottom) windows that I have.  MENUBAR is set to 0 in both cases, and the ribbon is turned on.

I couldn't see your screen shots till now.  It's totally your first ribbon on top with the Modify and such.  How the heck do I turn that on if MENUBAR is already set to "0"

You forgot to install the ARCH software, you only have plain AutoCAD installed.

The top ribbon in the image is from AutoCAD Architecture; the bottom is from AutoCAD.  (Although both have a Modify panel.)  Are you saying you have the top ribbon or that you want the top ribbon but do not have it?  Do you see a ribbon at all?  (RIBBON command should turn it on if it is off.)  MENUBAR setting has nothing to do with the ribbon.
