Toolbar images not displaying in partial cui load

I load a partial cui and the toolbar images are not displaying on my screen. The path to the images is in place. When I go into the CUI and click on the toolbars, the images do appear to the right in the editor window.

Any ideas on why this is happening and how to get them to display?
