Template will not show up in layout, but shows up in layout preview

I need help. I have my titleblock saved as a template and when I try to upload it into my drawing as a layout it will not show up. I can see it in the preview if I hover over the layout tab that I made, but I have no idea how to get my title block to show up. Please help if you can.

What does "upload it" mean to us users of AutoCAD?
Is that XREF or INSERT or...?

Do you know you cannot INSERT or XREF paperspace layouts at all in AutoCAD? Wonder if that's your issue.
