Freezing layer states in layout tabs

Hi everyone,

I have created multiple layerstates for various layouts in my file, but I cannot seem to get the layerstates to stick/freeze in each of the layouts that I want to associate them to.  The only way I can make it work is to change the layerstates in the model space and then go to the layout tabs one by one and publish that way.  Does anyone know how to make it work so that the layerstates are saved to each of the layout tabs?

If you are primarily using layer states to control object visibility (layer freeze/thaw), you have to apply a desired layer states to each Viewport on a layout, not to the overall layout (paper space viewport), if you want the settings to apply to model space elements.
