Assuming you are displaying the Auto Scale tool on the Status Bar (icon looks like the end of a three-faced architect's scale, with a small lightning bolt), you can select the tool to toggle the status.  In ACA 2020, the tool has a light blue background when turned on, and a dark gray background when turned off.

Or, at the command line, type ANNOAUTOSCALE and press the ENTER key.  Type 0 and press the ENTER key to turn that feature off.  More details on ANNOAUTOSCALE can be found here.  Note that selecting the Status Bar tool to turn the feature off does not set the value to to zero, but multiplies the value by -1.  That way, when you select the tool again, it turns it back on with the same setting as it previously had.  If you set it to 0 at the command line and then use the tool to turn it on, the value will be set to 1.

I am referring to AutoCAD 2016 and I dont think what you suggested works in AutoCAD 2016 because I tried it and I dont think it did anything. If it did do anything I dont know what it did. My scale icon on the status bar has always been greyed out and never has been blue if thats what it is supposed to look like. How do I know when it works?

There is nothing to "see": you are simply turning off future behavior if you followed David's instructions.

The highlight is different in 2016.  See image below.2019-09-19_ACA2016_AutoScaleTool_Enabled-Disabled.png

As @pendean mentioned, this will only affect what happens when you change scales in the future; disabling ANNOAUTOSCALE will not remove annotation scales assigned to objects in the file.

For the record, the change in the highlighting occurred in the 2019 release, as seen below.  The 2020 release is similar (with a change in the color of the background).

In reference to Mr. Koch's last image of enabled and disabled I only have the triangular scale to the right the third one to the right with the number scales. I have no triangular scale with a circle or a lightening bolt. And how do I get my AutoCAD 2016 to look like your image and how do I enable it and disable it? because I think mine is disabled or it just stays greyed out and how do I change my ANNOAUTOSCALE setting with a setting of 0 back to default?

I do not have 2016 installed at home, but 2017 is nearly identical.  Use the Customize tool at the far right end of the Status Bar (three horizontal lines icon) to deploy the Customize menu.  From your description, the Annotation Visibility and AutoScale items do not have check marks at the left side.  Select them (one at a time) to add the check marks and add those tools to the Status Bar.

None of you didn't answer my question! What I'm trying to ask:

what does it mean to turn off the automatically add annonative scales mode from the status bar?

and what is the automatically add annotvie scales mode?and what does it do?

And how do I make the annotative scale (far right third one) turn blue from grey?

When adding annotation scales automatically is turned on, every time you change the annotation scale, the new annotation scale is added to all annotation content in the drawing. Your workflows may be different than mine, but there are very few situations where I want that to happen, so I keep that turned off nearly all of the time.

The "scale" icon on the right is part of the annotation scale selection tool, and will not get a highlight.
