Unable to display "Properties" window when selecting an object then right clicking on it and selecting Properties in the menu

Please advise how to display the Properties palette after selecting an object and the right click to open (on the fly menu) menu and left click Properties. 

I have been to the CUI (custom user interface) options and chosen to view it, dock it, etc.

Doing this helped me recover the Layer Property window. But no matter i try i cannot get the simple Property info to display. Its a Windows 11pro powerful laptop 2 years old.

Or just opening the PROPERTIES command using CTRL+1 or this button on the RIBBON

Or do you just need help moving the open but offscreen palette back into view like this
