Stretch command

What is the command similar to "stretch"? that will pick a basepoint vertex and allows you to insert distance from one point to another.

I don't know if I know what command your're talking about but I did find this. I think the original poster was doing something you want to do but he was trying not to. You can reverse engine the fixes people give and see if that's what you are trying to do.
