Standard Scale won't change

I'm trying to change the Standard Scale of my viewport to 3/4" = 1'-0".  However, when I select the viewport, open properties, and select the new viewport size of 3/4" = 1'-0" it keeps defaulting to 3/4" = 1'-0"_1.

I've gone into the customization scales and tried to edit the unwanted scale.  It won't let me delete it.  If I keep the 3/4" - 1'-0"_1 and rename it to 3/4" = 1'-0" then I have to change all existing annotation to the renamed scale.

I'm using it for my titlebar.  I set the scale in a field, using Object showing Standard Scale.  If i rename the _1 scale it shows up fine on the title bar but I loose all my annotative text and dimension in the viewport.

This problem is effecting both my annotation and standard scale.

I've tried to change it through Drawing Utilities but can't change from there either.

This issue occurs on just about any standard scale I select.  I keep defaulting to the scale with _1.

I was coping viewports and getting this problem, so I created a new viewport and when I selected the scale to be 3/4" = 1'-0" it still changed to the 3/4"=1'-0"_1.

I've included some pictures of what I'm dealing with.

That;'s the same thing, except it's a remnant from an XREF or another file you have attached or inserted. You can't delete it because it's in use. Explained here http://cadtips.cadalyst.com/notestext/eliminate-excess-drawing-scales

What is your exact ACA version? Is it fully patched and updated?

ACA 2016 ... It's fully patched and upgraded.

I'm familiar with the Xref portion of the scale list, I've turned off the xref scales.  It's the ones with the _1 that are causing the problem.  I can't find a way to purge them or turn them off.

How do I get the scales that match (1/4" =1'-0" & 1/4" = 1'-0"_1) to combine?  They are the same thing but won't act the same way.  The viewport sees them differently.

If you can select all of the annotation content that has 1/4"=1'-0"_1 assigned, and then assign 1/4"=1'-0" and remove 1/4"=1'-0"_1, you "should" be able to remove 1/4"=1'-0"_1. I  have run into this in files, and  sometimes I have had success with the above, and sometimes I have not. You have to check every viewport as well.

When I could not purge the rogue version, I found that if I moved it lower on the scale list than the good version, at least the good version would show as the one assigned to a viewport. When there are two scales with the same scale factor, Autocad seems to default to showing the descriptor of the one that is higher on the list.
