Setting Scale when creating a model space view

My View Drawing is scaled at 3/4"=1'-0".  In Navigator, when I try to create a model space view, it defaults to 1:16"_xref scale.  Where is this default set, and why will it not accept 3/4" scale.  I can reset it to 1/2"=1'-0" scale, for instance, but not 3/4" scale, which is the scale of the view drawing.  Seems there is a glitch in the programming.  Any ideas?

You may have inherited that scale from an externally referenced drawing.  3/4" = 1'-0" is 1:16.  Assuming that the scale that is named 1:16"_xref is set to a scale ratio of 1:16, if it appears higher on the scale list than 3/4" = 1'-0", AutoCAD will use 1:16"_xref even if you choose 3/4" = 1'-0".

Ideally, you would purge the 1:16"_xref scale from your scale list, but it may be tricky tracking down all of the items that reference it.
