Point to point PAN system variable?

When using the PAN command in a viewport, I only have the hand.  I can't enter a distance.  There are no options in the command and the command line won't accept an entry, so I can't type anything.  I can't find anything for this in the Ribbon.  Is there a system variable that can enable point to point?  Or maybe a different command alltogether?

-PAN is the command name, it has a dash in it. Type it and you can use the @x,y method to pan around inside the viewport.
