Objects have different Z coordinates

Hi everybody, I am working on a Cad file, the map of a city. each object has a different Z coordinate (you can check the file I attached). I downloaded the file from the National Cartographic Center of Iran and seems this is a kind of file that's made by the special software automatically. So here there are some of my problems:

 

First, I don't know what kind of file I'm working on it, I mean it's true that this is a CAD file but it doesn't seem a normal one cause when I work in 3DOrbit mode each object has a different layer in different level. Also in some of building I see not only the roof plans but also the level plans and in this way I can figure out how many floors do they have. How do they called this kind of file in specialized term?

Second, Do I have any chance to make a 3D (for example extrude all roof plans to the terrain) of this file by AutoCAD or other external software like Revit?

Third, I've trying several time to extract counter line or terrain points from the file (with DATAEXTRACTION command) and export them to the CSV file. I did not succeed. In Orbit mode I can see the terrain Roughness but I can't export them to the appropriate file.
