After install of 2024 arch, I realized that the layer ribbon changed for me. How can I move the layerstate drop down so that it's not hidden or so that I dont have to pin it open?

CUI command is the tool to use to move content around in Panels.
You have time and wish to spend the effort redesigning the interface like that? You can't just drag/drop, there is going to be some effort in redesigning the panel.
You could swap it with the LAYER pulldown, then just turn the LAYER tool on in the QAT instead
