Layer State - Locking Layer doesn't apply to the viewport only

I am trying to set up some layer states for making viewports for lighting, power, mechanical, architectural plans.  I set things such as changing color, linetype, freezing and those are all fine  and only applies in the viewport that I am in.  If I set the layer state to lock a layer then it locks it everywhere not just the viewport.

 

Any thoughts?

There is no viewport-only layer locking feature in AutoCAD, with or without using LayerState command.

See for yourself what you can and cannot do with viewport-only layers: Start LAYER command while inside any viewport, viewport-only layers have a column title that starts with VP.

Or did you mean something else?

After 20 years on CAD I should know that.  I just don't lock layers very often and assumed it was available for each view port.
