Layer State Exports Layers States not in Drawing

When Exporting and Importing layer states from one drawing to another, layers not in either drawing get exported to the file and then imported with the layer state.

I have two drawings with the same layers in them. One drawing has an xref that also has the same layers in it, but none of the layers that keep showing up are in any of these drawings including the Xref. When I export the layer state to a folder these layers are not in the layer state or the drawing but even if I open the file in notebook they are somehow in the file.

Does anyone know where these layers are coming from and how to get them to stop showing up?

Can you attach a sample file that does not have the layers, but which include them when exporting the Layer State?

Any chance you have a filter applied in the Layer Properties Manager, that is "hiding" the layers?

Show us: post a DWG/XREF files and the LayerState file you created from it with this issue please.

And a screenshot of your LAYERSTATE command pop-up just before you created the file so we can see your options.

I don't see any filters on but could be missing something.

I attached the file that I export the layer states from.

Here is the top section of the layers, you can see there are no g-anno- layers

Here is the layer state screen I hit the one I want to export, click export and save them in a folder. I tried to attach the layer states file but it's not supported in the forum.

Here is a snapshot of the file opened in notepad, just the top part that I could snapshot, you can see in just the first part the 2 g-anno-... layers that are not in the drawing. There are probably 20+ other layers that show up also that are not in the drawing.

your XREF needs recovery.

Both of your files need a PURGE of unused layers.

See attached: not able to replicate your issue in ACA2021-ACA2023 here.

I go into purge and it's not showing any other layers than the ones I want in the drawing and Layer state.  I tried purging everything out and then re-adding the layers I want back in but I export and those other layers are still show up.

What do you mean with the "xref need recovery"? I ran audit in the main file and there were some errors.
