Isn't the industry standard cut plane elevation 4'-0" AFF, not 3'-6" AFF?

This information from Wikipedia agrees with what I have understood to be standard practice:

https://en.wikipedia.org/wiki/Floor_plan

It is also called a plan which is a measured plane typically projected at the floor height of 4 ft (1.2 m)

What's up with AutoCAD defaulting to 3'-6" for the elevation of the cut plane?

Change cut plane to 4'-0" and move on.

This reply does not answer the first question: Isn't the industry standard cut plane elevation 4'-0"?

Nor does it provide any information on why AutoCAD is defaulting to a cut plane elevation of 3'-6".
