Despite the size of the range for global cut plane some objects (e.g. windows) are not displayed.   

 

More specifically, despite the size of the range for the cut plane, the only objects that are displayed are those through which the "Cut Height" traverses....  It is as if the fields "Display Above Range" and "Display Below Range" have no effect.

Please advise

Global cut plane is not a range but a single elevation.  The view range is a secondary limit.  Window display, other than at the cut plane, however, depends on default, style, and object overrides and may be affected by a wall's cut plane height.  Look at the plan display components for a window style, particularly the ones above and below the cut plane.  If they are off, the view range doesn't apply.

let my add a bit. I is very important is it checked or not "do true cut" in display properties of aec element
