elements showing faded

I have a drawing that I can see all the elements within it. However, one of the other users sees everything, except blocks, as faded. We have tried "cetransparency" (set to bylayer), set the drawing to "by layer", checked the layers to make sure they are not set to a number (current all set to 0) to no avail. They still see everything faded. 

There are no xref's within the drawing.

What can be causing 1 person to not be able to see the elements/objects within a drawing but another user can see them just fine? I'm stumped.

Locked layers can be set to show faded too (that may include layer 0 aka zero).

Or their color(s), on that monitor, is not as bright as yours and can look faded.

Not locked layer. it was the transparency toggle. UGH so many commands display similarly.
