Dimensions not showing in Viewport

I have an xref'd floor plan which is inserted into model space of a drawing sheet file.

 

The dimensions do not show in paper space. The dimension layer is turned on, and is not frozen. The layer is called A-anno-dims.

 

I've attached the xref and the sheet.

Hello, are you new to viewports in layouts? You appear to have those layers specifically frozen INSIDE the layout, nothing more seems to be an issue

You also, inexplicably to me anyway, have those same layers set to always be frozen in all viewports when OUTSIDE the viewport too. Why is that?

 

VPFREEZE column in LAYER command is best used ViewPorts (What the VP letters stand for).

Thanks for the response.

The frozen layers shown in your screenshot are my demo layers, and they are supposed to be frozen on this sheet. I do not think that my dimension layer is frozen. That layer, as I said in the OP, is called A-anno-dims.

I've attached a screenshot showing that the layer is set to be on.

 

I've been working with viewports for over twenty years, but I've recently upgraded to the current version of acad from a much older version, so I'm getting used to all of the things that are new to me.

In the files you posted, layer xPlan2|A-anno-dims is VP Frozen in the viewport in A101.dwg.  You have to be in Model Space in a Viewport to see what is VP Frozen or VP Thawed in the Viewport.  Paper Space is also considered a Viewport, and you can VP Freeze/Thaw layers there as well, but that will only affect items placed in Paper Space.  Your external reference is in model space.
