COUNT command not recognizing blocks in an area

I’m trying to use the COUNT command to get a count of a number of blocks in a specified area. I made sure they’re not on a locked layer and all of the items within the block are all on the same layer as well. The only possible issue I can think of is that they’re a little bit higher on the Z-Axis than the ones that are being recognized. Could this be the problem? And if it is, would I need to create my selection window at the height the blocks are placed? Thank you in advance.

Share that 'area with blocks' in question as a DWG file here, we can all try it too and help you discover what might have been missed.
