I have added new layers to my layer Key style. How do I add them to my drawing template? I want to add a beginning set of standard layers to new constructs?

You will need to either replace your template file (it is read only, which means you can't save over it either), or create a new template file.

You could also save your Layer Key Style in a "standards" file somewhere on your network, accessible to all, and then have everyone set to auto-import the Layer Key Style.  That way you can make a change to update the Layer Key Style in the standards file, and when anyone opens a file, the first time a Layer Key is invoked, ACA will check the standards file to see if the Layer Key Style in the file being edited is older than the one in the standards file, and, if so, automatically import the new version.

Works great if you always want all files to have the latest and greatest.  If you have projects that need to keep an older version, then this option may not be for you.
