We have a unique situation that I don't understand. I have a view drawing where I have cut some interior elevations and created 2d elevations. when I refresh on one computer the surface hatch shows. Then on another computer I refresh the same 2delevations and the surface hatch goes away. What would change from compute to computer?

The first thing I would check is whether both computer access the hatch pattern definition file from the same source or not.

"refresh" means....? Try REGENALL command, not REGEN, not REDRAW, see if that helps instead.
It may well be a video card/driver display issue on the second PC: what does ABOUT command inside the program on each PC state you two are running? Share both screenshots here.
Also compare 9and share here) GRAPHICSCONFIG command pop-ups inside each program from each PC here too.
As noted in the link provided by @yanhan.lim, check the settings of HPMAXLINES on both machines. Hatches, including those in generated 2D Section/Elevation objects, will not be generated if they have more line segments than the value set in HPMAXLINES. If one machine's number is under the number of segments and the other's is over, that would produce the scenario you describe.
