My part downloaded and grew 10X the size how can I scale it back to original

I need help rescaling a part to original size, not sure what I did wrong, however I'm new at this and in a crunch .....

Is this a mm to cm or cm to meter problem perhaps?

Otherwise, SCALE command appears to be all you are seeking, are you familiar with how the command works?

Not sure what transpired but some help with scale tool would be nice.
