Different scales

Is it possible to create a viewport with a different horizontal and vertical scale? I want to create a horizontal scale of 1"=40'-0" and a vertical scale of 1/4"=1'-0". Is this possible? Thanks in advance

You could create a block of your geometry and then insert a copy of this block with the varying X and Y scales.
