I would like to know if it is possible to convert/make a 3D model for cnc engraving with the picture that I attached bellow?
In Artcam 2017 of course.

What do you mean by engraving? Do you want a 3d model (something that has a height)?
Do you want real good detail?
Do you want to do the work your self, or do you want someone to walk along with you while you do the work? Or do you want some else to do the work?
With a model like this tank, the first step to take is to decide what kind of detail you want.
The next step is to model what you want (if you want things clean and neat) or if you just want something that looks close and do not mind if it's muddy, then time is not an issue, but the clean and neat will take a bit of time and concentration (focus).
In doing this model (if you want it raised) you will have to draw a lot of lines (vectors) around objects that you want to model then after all has been modeled you will have to bring them all together in such a way that it will look right.
How long have you been using artcam? or are you using it?
Sometimes the software can make an ok model that has a basic shape you can mill If it's small, but the larger you want it the better you will have to be at giving detail (slop will show, as will good detail).
Some of my models were made (by me) using photos. if this answers your question, cool
