You can also download the fifth service pack for ArtCAM 2017 from the Product Updates area of your Autodesk Account.
Details of the fixes and enhancements included in the fifth service pack for ArtCAM 2017 are listed here.
If you haven't already installed the first, second, third or fourth service pack for ArtCAM 2017, then you do not need to install them prior to installing the fifth service pack.

What version and build of Autodesk ArtCAM Premium 2017 are you working in? To confirm this, select the Help > About Autodesk ArtCAM menu option in your ArtCAM software. For example, Autodesk ArtCAM Premium 2017 Service Pack 5 (build 270).
Since your After opening a model.JPG screenshot indicates that you are using a customized layout while working in Autodesk ArtCAM Premium 2017, please select the Window > Layout > Save as menu option to display the Save Layout As dialog, save the layout, and then attach the ArtCAM Layout file (*.alo) when replying to this post.
If you are working in Autodesk ArtCAM Premium 2017 Service Pack 5 (build 270), please try resetting the workspace using the following steps:
Afterwards, please load your ArtCAM Layout file (*.alo) into an open model using the Window > Layout > Load menu option and confirm if your reported issue with missing menu options persists.
Using your After opening a model.JPG screenshot as a guide, I've tried recreating your layout in Autodesk ArtCAM Premium 2017 Service Pack 5 (build 270). When working with this layout, all of the Menu bar options are intact when opening an existing model or creating a new model, as shown below:
Please find attached a zip archive containing my ArtCAM Layout file (Zigelnik-TestLayout.alo). You're welcome to try loading this layout into an open model in Autodesk ArtCAM Premium 2017 Service Pack 5 (build 270) using the Window > Layout > Load menu option, although please ensure that you've saved your own custom layout and have reset the workspace prior to doing so.
If my suggested steps resolve your reported interface issues in Autodesk ArtCAM Premium 2017 Service Pack 5 (build 270), please be so kind as to accept my response as a solution.

There are no other reports of issues with displaying the Options panel.

I installed SP5 and now when I open the AutoDesk app it tells me I don't have any subscriptions. Also if I go to Help - About, nothing happens. The popup help window doesn't' appear any more. I upgraded from SP3 if that makes any difference.

Thank you for updating to Autodesk ArtCAM Premium 2017 Service Pack 5 (build 270). This is the latest service pack update available for the Autodesk ArtCAM 2017 product range, therefore you should not expect to find any further updates available to download in your Autodesk Desktop App at this moment in time.

The downloaded ArtCAM_2017_SP5.exe file is 213 MB (22,38,54,592 bytes) in size on disk. Please confirm the size of your downloaded ArtCAM_2017_SP5.exe file, by right-clicking it and selecting the Properties context menu option.
There is no problem with upgrading from Autodesk ArtCAM Premium 2017 Service Pack 3 (build 236) to Autodesk ArtCAM Premium 2017 Service Pack 5 (build 270); it is not necessary to install intermediate service pack releases.

Your screenshot shows what is expected in the Autodesk Desktop App, because you have already installed the fifth service pack release for the Autodesk ArtCAM 2017 product range. When a future software update becomes available to you, the Autodesk Desktop App updates and prompts you to download and install it.
In addition, the All Products & Services area of your Autodesk Account includes what products are available to you, while the Product Updates area includes all updates available for those products.
