Provided you've already installed the hotfix for ArtCAM 2017, the third service pack for the Autodesk ArtCAM 2017 product range (Free, Standard & Premium) is now available to download through the Autodesk Desktop App:
You can also download the third service pack for ArtCAM 2017 from the Product Updates area of your Autodesk Account.
Details of the fixes and enhancements included in the third service pack for ArtCAM 2017 are listed here.
If you haven't already installed the first or second service pack for ArtCAM 2017, then you do not need to install them prior to installing the third service pack.

Here is the screenshot. Unfortunately, after doing all of this, the READ ONLY still keeps re-checking itself. Matt from Customer Service recommended the nuclear option - a complete uninstall and reinstall which I will try on Saturday since I have to get some work done. If you come up with any other ideas in the meantime, let me know. Thanks for all of your help on this.

Your screenshot shows the user permissions for the ArtCAM 2017 folder within C:\Program Files\Autodesk. Please provide the same for the Exec folder within C:\Program Files\Autodesk\ArtCAM 2017; I previously requested that you modify the permissions for the Exec folder too.
Please confirm your user account type using these steps:
In addition, please confirm whether you right-clicked the downloaded Autodesk_ArtCAM_Premium_2017_Multilingual_Win_64bit_Setup.exe file and selected the Run as administrator context menu option when you first installed the initial Autodesk ArtCAM Premium 2017 release on your computer.

Your supplied screenshots of your user account and permissions indicate that you should be able to install the service pack, yet Windows is preventing you from doing so. However, if you did not install the initial Autodesk ArtCAM 2017 release (build 110) by right-clicking the Autodesk_ArtCAM_Premium_2017_Multilingual_Win_64bit_Setup.exe file and selecting the Run as administrator context menu option, this could very well explain the issues you've encountered from the point of trying to install the third service pack release; I always instruct people to install ArtCAM software using this method.

This is another permissions issue. Have you tried uninstalling Autodesk ArtCAM Premium 2017 from C:\Program Files\Autodesk\ArtCAM 2017, by right-clicking the uninst.exe and selecting the Run as administrator context menu option? If you haven't, please do so and let me know your results.

Your screenshot shows that you're browsing within the Exec folder; you need to browse within the ArtCAM 2017 folder, which is up one level in Explorer.

Yeah, I've pretty much searched all over. Matt at Autodesk suggested the Microsoft Fix It tool but I can't even find ArtCAM2017 in that.

It would seem as though the uninst.exe file is either missing or hidden; this again could be a permissions issue with your Windows user account. Do you have hidden files and folders displayed in Explorer? If not, you might find this article useful.

Matt from Autodesk was able to help me. In short, he removed some corrupted registry keys and deleted the program. The program must have been corrupt from the original install. We have re-installed and done all 4 service packs successfully and the uninstall.exe now shows up where it is supposed to be.
Thanks for all of your help. This was a strange one for sure. I'm actually headed your way tomorrow evening to visit my son and his family in Cambridge for a couple of weeks. I'll buy you a pint or two if you're in the neighborhood.
